CIBSE's Commissioning Code A covers setting air systems to work, functional testing and regulation. The measured results need to be compared with a known requirement. Where design records are missing, establish the appropriate assessment before treating existing settings as the target.
Check readiness before adjustment
The system must be ready for meaningful measurement. Confirm the operating state, controls and condition of relevant components. Blocked filters, damaged ductwork or an equipment fault need attention rather than being hidden by adjustment elsewhere.
Provide access to equipment and measurement points. Agree how the building will operate during the work so changes in fan speed, demand or room use do not undermine comparisons. Record the conditions with the readings.
Understand what balancing can and cannot resolve
Balancing can address distribution that differs from the intended design. It does not create capacity the plant or ductwork cannot provide, nor does it repair defective components. A room-temperature complaint can involve several causes, including control settings, heat gains and airflow.
The investigation should separate those causes. Increasing flow to one area can affect other branches, so adjustments need to consider the connected system rather than one room in isolation.
Use the results after the visit
The report should identify the system, design values, measured results, final settings and unresolved departures. Clear terminal and location references let another engineer understand where readings were taken.
Where the required performance is not achieved, record the reason and next action. That might be repair, further design assessment or work outside the balancing instruction. Keep the result with the commissioning and maintenance records so future changes have a dependable starting point.

Revisit the relevant measurements when a change affects distribution or operating conditions. Replacing equipment, altering ductwork or changing control arrangements can invalidate earlier settings. Explain the part of the system affected rather than repeating a full exercise without considering the scope.
