Projects
Construction Design and Management
This is relevant where maintenance, alterations, refurbishment or other construction activity needs coordinated planning. The arrangements must reflect the work and the people affected, including occupants and neighbouring operations.

What the work includes
- Identify the project participants and required appointments.
- Assemble relevant property and pre-construction information.
- Coordinate design and construction interfaces.
- Plan site arrangements, communication and information flow.
- Identify the required completion and future-use information.
Important decisions
CDM separates client, designer and contractor responsibilities. Projects involving more than one contractor need the relevant principal appointments. HSE describes these roles and their duties. Building regulations use separate dutyholder requirements, even where role titles are similar; government guidance explains the distinction. The appointment must identify the actual role and competence required.
Assessment and the project brief
Provide surveys, known hazards, building information, service drawings and operational restrictions early enough to inform design and delivery. Identify the client representative and the route for allocating time, resources and decisions.
How the project proceeds
- Identify the work, parties and required roles.
- Collect information and address design-stage risks.
- Confirm construction planning and site arrangements.
- Coordinate changes and information during delivery.
- Assemble the information needed for completion and future work.
Working in occupied properties
The construction plan needs practical boundaries between site activity and the operating property. Agree access, welfare, deliveries, emergency arrangements and communication with the people managing the building.
Budget and programme factors
The scope depends on project complexity, design development, contractor interfaces and the information already available. Allow time for surveys and appointments before construction. Late discovery of a missing design decision or site constraint can affect both safe sequencing and cost.
Completion and handover
Provide the agreed design, construction and safety information through the responsible appointments. Confirm ownership of outstanding items and make the relevant records available for future maintenance and alterations.
Projects across sectors
Education needs construction activity separated from students and staff. Retail premises need public interfaces planned. Industrial sites need construction boundaries coordinated with existing operations. Explore the full sector range to connect the project with the premises and its users.
Frequently asked questions
Does this service automatically appoint a principal designer?
No. A principal-designer appointment must be explicit and matched to the required role and competence. Coordination support and a formal statutory appointment are different scopes.
Do CDM arrangements only apply to large projects?
No. Construction work needs the applicable arrangements regardless of whether it is described commercially as a small job. The details should be proportionate to the actual project.
Are CDM and building-regulation principal roles identical?
No. They arise under different regimes and have different duties and competence requirements. The project appointments should identify each applicable role clearly.
What information should be gathered first?
Start with the proposed work, property use, known hazards, surveys, service information and the parties involved. This gives the appointed team a useful basis for planning.
